Wisconsin’s strong tradition of open, transparent and accountable government is under attack. As an attendee at the right-wing American Legislative Exchange Council (ALEC), Chris has been at the forefront of exposing a corporate agenda that is dominating policy-making in Wisconsin, leaving the people behind. The GOP has done everything to obfuscate who is driving their agenda by trying to repeal open records, gutting the Government Accountability Board, and making it harder for people to vote.
Chris is committed to rebuilding Wisconsin’s culture of the public’s right to know. She believes it is the government’s responsibility to be accountable to the public.
Chris’ Legislation & Laws:
ALEC Transparency Act (AB 464): Requires groups, including the American Legislative Exchange Council (ALEC), to register as a lobbying organization if they write, and advocate for, model legislation.
Appointment of Special Prosecutors in Officer-Involved Deaths (AB 953): Requires that the report on an officer-involved death be provided to the chief judge of the judicial administrative district in the county where the incident occurred, that the chief judge appoint a special prosecutor to review the report and decide whether or not to bring charges, and that the special prosecutor brings the charges if applicable.
Body Camera Transparency & Accountability Act (AB 988): Creates privacy protections and guidelines for law enforcement departments that choose to use body cameras.
Eliminating Conflicts of Interest in Officer-Involved Deaths (AB 954): Prohibits both statutorily required outside investigators in an officer-involved death from being employed, or having an immediate family member who was employed, within the previous 10 years by the law enforcement agency they are charged with investigating.
Litigation Transparency Act (AB 919): Requires the Department of Justice to provide the Joint Finance Committee a report of all civil cases in litigation, the amount of money spent on each case, and the amount of staff time spent on each case.
Municipal Service Payments (AB 350): Requires the state to reimburse municipalities the full cost for services provided to state-owned buildings and facilities.
Open Records (AJR 62): Creates a constitutional right for the people of Wisconsin to access, inspect, and copy government records.
Outside Investigations of Officer-involved deaths (signed into law as 2013 WI Act 348): First-in-the-nation law that requires two outside investigators to lead criminal investigations into officer-involved deaths, and mandates family members be informed about their legal options.
Voter Education Campaign (AB 987): Mandates and funds a voter education campaign on the newly implemented voter suppression law (Voter ID).
